Program for Regional Integration and Social Development

Understanding History

The orchestra as we know it today is the result of a long process of transformations of the concept of collective music making. It is crucial to understand that today no other form of this collective practice has evolved into the sophisticated and complex shape that the symphony orchestra has attained.

The Need for Youth Orchestras

Even though we have seen a significant relevance in the symphonic life in the region, we must understand that given the fact that this music is still seen as European, orchestras risk becoming more and more representative of an elite. Only by creating awareness in the youth of the universal values of this art will we be able to make it of massive appeal thus eliminating this harmful myth.

The Social Aspect

Taking in consideration the large amounts of children who risk not finding a role in society, this movement aims for a natural, unforced insertion of the marginal youth in the mainstream of society. It has been proved that making music together develops a sense of belonging in the child as well as his family. Also by targeting the family the level of concert attendance increases dramatically.

Implementation

The program to be created has such features that it could be applied to any society in general terms. The right understanding of the economical, social and geographical nuances in each society will determine the degree of success with which the program wants to be implemented.

It is also important to know that it should not matter how modest the initial budget is as long as there is interest and clear understanding of the goals in the promoters' minds.

Music as a means of social integration

This program is intended to integrate our Latin American youth to the mainstream of society. The methodology proposed by the System for Youth Orchestras brings about a strong sense of belonging especially in the case children living in high-risk social environment.

The Symphony Orchestra is the only institution capable per se of gathering a large number of personalities to accomplish a common goal at a particular time and space. This all encompassing feature becomes very attractive to the youth in need of a social activity and that is why this methodology is presented in terms of acceptance and inclusion rather than selection and qualification.

Moreover, this Program considers that the more traditional music education, closer in spirit to the European life style, has not succeeded in getting rooted in the heart of the Latin American society, consequently closing the path towards symphonic music as an every day custom. It is crucial to understand that in Latin America the symphonic language is not part of the collective unconscious as it is the case in Europe (cradle of the universal symphonic expression).

Therefore, a strong theory program - considered a natural way of academic acceptance - could become ,in our countries, a significant barrier between the youth and its own sensitivity.

Objectives

This program attempts to rescue the youth and the children from the marginal status by including them in centers for musical development. The target includes also the child’s family since it has been proven that the family as a whole can improve its life stile when one of the members becomes part of the music sphere. Concert attendance increases dramatically because of the participation of the family and neighbors, therefore putting an end to a very common myth in our countries: the impossibility of the lower classes to have access to concert halls.
